The Big Bear Area Regional Wastewater Agency (“Agency”) invites and will receive sealed Bids up to but not later than 2:00 p.m. on Thursday, April 9, 2026 at the office of the Agency, located at 121 Palomino Drive, Big Bear City, California, for the furnishing to Agency of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for the RAS Header Replacement Project (the “Project”). At said time, Bids will be publicly opened and read aloud at the Agency Office. Bids received after said time shall be returned unopened. Bids shall be valid for a period of 90 calendar days after the Bid opening date.

Work of the Project includes demolition of the existing return activated sludge (RAS), waste activated sludge (WAS), scum, and high-pressure effluent piping in the Main Pump Building and replacement of the RAS, WAS, and scum piping systems. Contractor shall be responsible for furnishing all labor, materials, and equipment required to construct a complete and functional system. This shall include demolition of existing piping systems, installation of new piping systems, and performance testing and high-performance coatings of new piping systems. Coordinate with Agency for operational shutdowns, bypassing, construction sequencing, and construction closeout activities.

A Mandatory Pre-Bid Conference is scheduled for Tuesday, March 24, 2026 from 10:00 a.m. to 12:00 p.m. to review the Project's existing conditions at 121 Palomino Drive, Big Bear City, CA 92314. Representatives of the Agency and consulting engineers, if any, will be present.  Questions asked by Bidders at the Pre-Bid Conference not specifically addressed within the Contract Documents shall be answered in writing and shall be sent to all Bidders present at the Pre-Bid Conference. Bids will not be accepted from any bidder who did not attend the Mandatory Pre-Bid Conference.
