1. Call to Order
A special meeting of the Governing Board of the Big Bear Area Regional Wastewater Agency was held
on Tuesday, February 19, 2002 at 12:00 at 122 Palomino Drive, Big Bear City, California.
Governing Board members present: Bob Colven, Mary Cortez, Dr. Don Eads,
Bill Mellen and Jeff Newsome
Governing Board members absent: None
Others present: Bernard and Sandra Parker, homeowner; Robert Long, homeowner; John Day, homeowner;
Carolyn Knudsen, homeowner; Marge McDonald, Big Bear City Community Services District;
Pat Miller, citizen; Gina Weiss, citizen; Laura Koepke, Government Watch; Michelle Shaner,
Big Bear Grizzly; and Doug Dove, Bartle Wells Associates.
Staff present: Nancy Laughlin, Finance Manager; Jerry Rang, Treatment Plant Superintendent; and
Steven C. Schindler, General Manager.
2. Pledge of Allegiance
Chairman Colven called the meeting to order at 12:15 p.m. and lead the pledge of allegiance.
3. Review Material Related to the Impact of Future Rate Adjustments.
Chairman Colven provided the Governing Board members, members of the public and staff with an explanation
of the purpose for the meeting. The Governing Board then reviewed costs associated with the proposed
Operations & Maintenance rate adjustment and costs associated with the proposed reclamation rate adjustment
(Alternative 4).
Chairman Colven welcomed comments and questions from the assembled public.
4. Closed Session
At 1:35 p.m. the Governing Board entered into closed session for the following:
1. CONFERENCE WITH LEGAL COUNSEL - Existing Litigation pursuant to Government Code Section 54956.9.
a. Bear Valley Electric Service Rate Proceeding Before the California Public
Utilities Commission (PUC) Case No. A.01-08-020
At approximately 2:00 p.m. the Governing Board entered into open session and reported the following:
The Governing Board elected to discontinue the intervention of the California Public Utilities Commission's
matter of the Application of Southern California Water Company for authority to increase rates for electric
service in the Bear Valley Electric customer service area.
5. Adjournment
With no further business to come before the Governing Board, Chairman Colven adjourned the meeting at 2:05 p.m.
