SPECIAL MEETING
February 6, 2002

1. Call to Order
A special meeting of the Governing Board of the Big Bear Area Regional Wastewater Agency was held
on Tuesday, Wednesday 6, 2002 at 1:30 p.m. at 122 Palomino Drive, Big Bear City, California.

Governing Board members present:  Bob Colven, Mary Cortez, Bill Mellen and Jeff Newsome

Governing Board members absent:  Dr. Don Eads 

Others present:  Deborah Braver, Consultant; Steven Kasower, Water Reuse Coordinator; Nancy Laughlin,
		Finance Manager; Jerry Rang, Plant Superintendent; Michelle Shanner, Grizzly and
		Steven C. Schindler, BBARWA General Manager.

2.   Pledge of Allegiance
Chairman Colven called the meeting to order at 3:20 p.m. and lead the pledge of allegiance.

3.   Open Session

A. Proposed Rate Increase - Water Committee Recommendations - Discussion and possible action.

Mr. Schindler thanked the Governing Board, staff and visitors for the delayed start of the meeting to
allow staff to recalculate estimated project costs.

Mr. Schindler presented the Big Bear Municipal Water District Management Plan Goal for Wastewater
Reclamation, the Draft BBARWA Water Recycling Project Implementation Strategy, estimated costs for
four (4) potential projects, rate adjustment impacts for User Fees, estimated annual costs for each
reclamation project.

The Governing Board then reviewed each alternative, costs related to each alternative and the merits
of each project.  Staff provided comments and answers to questions posed by the Governing Board and
visitors.

Upon motion by Board member Cortez, seconded by Board member Mellen, and carried, the Governing Board
directed staff to fully investigate costs related to alternative number four (4), Potable Reuse East,
Stanfield Marsh, and Landscape Reuse West (the Bear Valley East and West Projects).

VOTE:	    3-AYES
	    1-NO
	    1-Absent

5.   Adjournment

With no further business to come before the Governing Board, Chairman Colven adjourned the meeting at
6:00 p.m.
